THEN catch a sandshrew and show it to him. He will then unlock customization allowing you to bring in blocks to put in each zone to attract new pokemon. However, there is a delay between when you complete the event and when the event is activated, as well as between when you received the last message from him. I believe that he waits 3 days between calling you although I am not sure , which means that if you activated the first Safari Challenge in the last 3 days then you won't be able to receive the new challenge.
